WHO WE ARE

We Are More Than a Foundation - A National Logistics Voice

It started with a question in 2023: what if everyone involved in Uganda's export chain - the exporters, the government, the banks, the logistics operators - could sit in the same room and be honest about what should change, for the sake of logistics?

Today, ELSF serves as Uganda's national platform for logistics reform, policy engagement, capacity building and sector-wide collaboration, with a mandate to strengthen Uganda's competitiveness in regional and global trade.

OBJECTIVES

Uganda's export potential is enormous. The gaps are real too.

Uganda's trade deficit exceeds 10.5% annually and only 16.2% of Ugandan businesses export. The reasons are not a mystery: high logistics costs, infrastructure that doesn't serve exporters, and a policy environment that hasn't kept pace with opportunity. ELSF exists to close each of these gaps, deliberately and permanently.

Reduce the cost of logistics

Every unnecessary fee, delay and redundant document takes money out of Ugandan exporters' pockets.

We identify those pressure points and work to eliminate them systematically through policy, systems and on-the-ground programs.

Connect Uganda to regional markets

EAC and AfCFTA have opened extraordinary doors for Ugandan goods. ELSF works to ensure Uganda walks through them with the trade-facilitation tools, infrastructure and sector connections needed to compete and win.

Include those who've been left out

More than 80% of Uganda's economic activity comes from MSMEs, yet they are the most underserved in the export system.

ELSF puts them at the centre - designing every program, every dialogue and every advocacy effort around their realities.
