Public-Private Export Logistics Development
Where the national conversation ends and the real work begins. PPELD is ELSF's on-the-ground execution program - turning years of dialogue into working systems, real partnerships and measurable results.

WHAT IS PPELD
The Public-Private Export Logistics Development Programme (PPELDP) is Uganda's most comprehensive, coordinated effort to transform the country's export logistics system. Launched by ELSF in 2024 as its primary execution program, PPELDP moves beyond policy conversations and committee reports into structured, deliberate action. Three years of national dialogue through NELD produced a clear, honest map of what was broken in Uganda's export logistics chain - drawn by the people living inside it every day.
That map named the costs. It identified the gaps. It pointed to the connections that were not being made. PPELDP was built to follow that map - connecting the public-sector institutions that set the rules with the private-sector operators who live by them.
The programme works collaboratively to build the systems both sides need. PPELDP covers everything from warehouse infrastructure and border cost optimization to digital integration and free-trade-zone development, because the gaps in Uganda's logistics chain do not respect neat categories - and closing them requires working across all of them simultaneously.
