One Foundation. Every link in the chain.
ELSF's formal mandate spans six interconnected areas, each essential to Uganda's logistics transformation.
Research & Policy Advocacy
Conduct research and policy advocacy to address the logistics challenges affecting Uganda's export and import systems.
Identify the structural barriers, document the evidence, and translate it into policy action that governments and regulators can act on.
Public-Private Dialogue
Maintain structured, ongoing public-private dialogue on logistics, trade facilitation and sector reforms.
NELD is the flagship expression of this mandate, but the work of connecting institutions happens year-round.
Legislative & Regulatory Influence
Influence and support the review of logistics-related legislation, regulations and operational procedures.
ELSF works with government bodies to ensure that the rules governing Uganda's trade environment are fit for purpose.
Capacity Building
Provide capacity building, training and technical support for SMEs and logistics actors on standards, technology adoption, market access and supply-chain best practices - so that a better system has skilled people to run it.
Sustainable & Digital Logistics
Promote sustainable, innovative and data-driven logistics solutions that enhance national competitiveness.
Champion the adoption of technology across the supply chain and push for environmentally responsible practices throughout.
SME Financing Access
Advocate for the development of tailored financing solutions to support logistics actors, and actively connect businesses to the banks and development partners who offer them.

Led with transparency and accountability.
ELSF's leadership structure ensures accountability to all stakeholders - from the government partners it works with to the MSME members it serves.
Board of Directors
The governing body responsible for institutional oversight, strategic direction and ensuring ELSF operates with integrity and accountability.
