OUR STORY

A journey of collaboration

One honest question. One table. One Foundation.

Uganda has the land. The product. The people. The ambition.

And yet, for years, Uganda's exporters - especially the smallest ones - were losing. Losing goods to poor storage. Losing money to unpredictable transport costs and layers of hidden fees. Losing market share to competitors in countries with far less to offer but better systems to move what they had.

The numbers told a hard story. Uganda ranked 124th globally on the Logistics Performance Index. The country's trade deficit exceeds 10.5% annually. Only 16.2% of Ugandan businesses are exporting - not because the goods aren't there, but because the system isn't built for the people trying to move them.

ELSF story
ELSF dialogue

The infrastructure is real, but the conversations about fixing it were happening in separate rooms - government in one, exporters in another, banks in a third, logistics operators somewhere else entirely.

That's the theory of the change we stand for.

So an institution was built to hold all of it - to sustain the mission, to keep every stakeholder accountable between conversations, and to ensure every commitment made at the table was followed through in the field.

Today, ELSF serves as Uganda's national platform for logistics reform, policy engagement, capacity building and sector-wide collaboration, with a mandate to close the gap between what a policy document says and what the truck driver experiences at the border - so that Uganda's exporters finally have a system that works for them.
